Group Captain Elson of the Destroyer Kapella is a highly trained and well decorated member of Upper Kadesh's police force. He was chosen to captain the K.S. Kapella due to his impeccable record of unquestioning loyalty and discretion.
Shoggoth
During a routine patrol Elson came across the A.A.A.'s boat. He followed protocol exactly, and detained the vessel and it's crew. After the party told him the truth he had no time to consider their words before the Shoggoth emerged from the sunken Archives and attacked the ship. His crew combined with the A.A.A. were able to hold off the creature but it was obvious that it could not be defeated by conventional means. His first mate sacrificed himself and the Kapella by setting the generator to self-destruct. The resulting explosion eliminated the Shoggoth and Elson was now prepared to believe everything the party said.
He fabricated a story that the party escaped while the crew was engaged with the Shoggoth to allow the party to escape and allow himself to keep his job. He vowed to look into their claims of corruption.
Reinforcements
"This is Group Captain Elson of the Destroyer Kapella II. We have been battling reinforcement fleets to get here and have lost many ships already. Squadrons Kohr and Jassah are all that is left of my crew." - Elson
Elson did his own investigations into the government and had found them to be very possible. It wasn't until the truth of the conspiracy came out during the trial that Elson acted though. At this point he had been given a second vessel and he used it and it's crew in order to mount an offensive against Katan and his armies fighting his way to the party in order to help them. When he arrived he had very little left of his original crew left but he and them stayed behind in order to face off Katan's men chasing the party.
